Muscle Power is a Heart-to-Heart in Xenoblade Chronicles 2. It can be found in Torigoth Relay Base in Torigoth, Gormott Province. Viewing this Heart-to-Heart is required to unlock the second level of Cressidus's Nopon Wisdom Field Skill.
