Artificial Blade Report is a key item in Xenoblade Chronicles 2. It can be found in a treasure trove outside of the Work Observation Tower's fourth floor in the Old Factory in Mor Ardain. After obtaining this item, more Poppiswap parts will be unlocked to be created using ether crystals.
