Zenobia's Strategy is a Merc Mission in Xenoblade Chronicles 2. It is received automatically after receiving the quest, Merclibay's Mightiest, after defeating the first Pelagic Vincent. The mission requires 20 minutes to be completed and has no suggested Field Skills. Completing this mission will remove Telluric Desirée from the fight with Celestial Bailey.
