Soul Stamp is a key item in Xenoblade Chronicles 2. These stamps must be collected during Ursula's Blade Quest Bearing Her Soul. Their purpose it to represent Ursula's confidence, raising this skill's level the more stamps are collected. A table of the number of stamps to gather for each level can be found here.
The only way to get Soul Stamps is by sending Ursula on specific Merc Missions, awarding up to 3 stamps depending on the mission. A list of Merc Missions awarding stamps can be found here
Ursula's level in a skill, and thus the number of stamps she has for said skill, affects the number of Ursula's fans, multiplying it. It is also a prerequisite to unlocking more missions that award more stamps or fans.
