Plan 31 is a plot involving the U-TIC Organization to frame the Kukai Foundation and the Second Miltian government for the destruction of the Woglinde. It was used in conjunction with Plan 401 in an effort to retrieve MOMO, the key to the Y-Data.

Story[edit]
Margulis gave the order to implement Plan 31 after the attempt to recover the Zohar Emulator on the Woglinde failed. When the Durandal showed up at the wreckage of the Woglinde, the 474th Spec Ops Fleet opened fire, and the Durandal returned fire. The U-TIC forces retreated, but not before recording the skirmish and doctored it to make it look like the Durandal opened fired on the Woglinde. The doctored footage is later leaked to the press and as expected, the Kukai Foundation and Second Miltia were placed under arrest by the Galaxy Federation for treason. Ultimately, the plot failed due to Shion and the party Diving into KOS-MOS's Encephalon to retrieve her data that proved their innocence, forcing Margulis to use the Song of Nephilim instead.

It seems to refer to a certain action relating to the capture of the Zohar. We hope to resolve the mystery by the time Jr. is introduced.

The order the U-TIC Organization gave to the 474th Spec Ops Fleet after they
failed to secure the Zohar Emulator aboard the Woglinde.
The U-TIC Organization predicted that, in order to retrieve the Zohar
emulators, the Durandal would appear at the coordinates where the Woglinde had
gone down from a Gnosis attack.
Composite video footage of the Durandal returning fire upon the 474th Spec Ops
Fleet after its ambush, made to look like the Durandal had been responsible for
sinking the Federation ship Woglinde, was leaked throughout space.
The Kukai Foundation, and by extension the Miltian autonomous government, caught in the trap, were surrounded by the Federation fleet, and those related to the incident were put under arrest.

U-TIC機関は、ヴォークリンデがグノーシスの襲撃を受けて撃沈した座標に、同じくゾハルエミュレーターを確保するためにデュランダルが現れるであろうと読んでいた。
デュランダルは待機していた第474特務艦隊からの攻撃を受け応戦するが、その交戦記録映像はデュランダルが連邦艦隊であるヴォークリンデを攻撃し撃沈させた映像に合成処理され、全宙域に流された。
罠に掛けられたミルチア自治政府及びクーカイ・ファウンデーションは、連邦艦隊によって包囲され、関係者に至っては拘束される事態に陥った。
