Empyrean Salvo is Herald's level 1 Special in Xenoblade Chronicles 2.

Overview

Empyrean Salvo is, on its own, a fairly strong Special, possessing a high damage ratio and powerful bonus effect. It is mostly notable, however, for having 16 hits; this makes it tied for the highest hit count of any level 1 Special with Perun's Cold Sever. When combined with its high damage, Herald's skill Dissolve Seal and accessories like Burst Symbols and a Critical Symbol, it's possible to translate this into a very hard-hitting opener during a Chain Attack, even up to 16 hits of damage cap. This gives Empyrean Salvo a strong niche as way to end fights very quickly if one is set up to do so.

Outside of this, the Special is still fairly strong for general use.
