It is received automatically after arresting the doctor and the moneylender in the Old City of Teddim during Perceval's Blade Quest Failure and Success. The mission requires 20 minutes to be completed, down to 5 minutes by dispatching Blades with enough levels of the suggested Field Skills. Completing this mission progresses the quest and unlocks the mission Brought to Justice 2.
